State Capture

What is this? According to a World Bank survey, state capture is characteristic of several former Eastern Bloc states. This phenomenon involves law formation in a way (also including bribes for legislators) that will allow state assets to be transferred to a certain small group of decision-makers under conditions that are disadvantageous to the state. As a rule, state capture cannot be viewed as a single case but a well-functioning and systematic network with a connection between both the political and economic elite.
